Dayton Man and Lucasville Woman Arrested on Drug Charges After Drugs, Guns and Money Seized

Scioto County Sheriff David Thoroughman and Portsmouth Police Chief Debby Brewer
announce that a Dayton man and a Lucasville woman were arrested on drug charges after an
investigation conducted by the Southern Ohio Drug Task Force.
At approximately 9:06 a.m. on February 13 th, 2025, task force officers assisted by Southern Ohio Organized and Major Crimes Task Force and Portsmouth Police SWAT executed a narcotic-related
search warrant at the residence of Carla A Blair, located at 851 A Duck Run Rd. Lucasville, Ohio.
Upon a search of the residence, officers seized approximately 328.73 grams of suspected crystal
methamphetamine, 125.26 grams of suspected fentanyl, 11.19 grams of suspected crack cocaine,
four loaded firearms, digital scales, sandwich baggies, $2,980 cash, and additional evidence of drug trafficking. The estimated street value of the suspected drugs seized is $29,440.
Carla A Blair, age 49, was arrested and charged with Trafficking and Possession of Drugs, both
felonies of the 1st degree, and Having Weapons Under Disability, a felony of the 3rd degree.
Davion Cortez Black, age 29, of Dayton, Ohio was arrested and charged with Trafficking and
Possession of Drugs, both felonies of the 1st degree, and Having Weapons Under Disability, a
felony of the 3rd degree.
Both Blair and Black were placed in the Scioto County Jail and were to be arraigned in Portsmouth Municipal Court on Friday, February 14 th, 2025 at 9:00 a.m.
Additionally, Jonathon Seth Spencer, age 26, of Lucasville, Ohio was arrested on an outstanding
warrant through Portsmouth Municipal Court.
The case will be forwarded to the Scioto County Prosecutor's Office to be presented to a Scioto County Grand Jury for the consideration of additional felony charges.
