Minford Man Arrested on Multiple Counts of Rape

SCIOTO COUNTY, OH — Sheriff David Thoroughman reports that the Scioto County Sheriff’s Office has arrested a Minford man following a child sexual assault investigation.

On July 1, 2026, at approximately 1:19 a.m., the Sheriff’s 911 Communications Center received a request for emergency medical services from a child reporting physical pain. Deputies responded to the scene, where it was determined that the child’s injuries were the result of a sexual assault. Detectives were immediately contacted to initiate a formal investigation, and the victim was transported to an out-of-town medical facility for treatment.

As a result of the investigation, 71-year-old Estel Winn, of Taylor Hill Road, Minford, was taken into custody at his residence without incident. Following an interview at the Sheriff’s Office, Winn was charged with five counts of rape of a child under the age of 13.

Winn is currently being held in the Scioto County Jail on a $125,000 bond and is scheduled to appear in Portsmouth Municipal Court later today.

Sheriff Thoroughman emphasized that this remains an active and ongoing investigation.

Additional charges may be presented to the Scioto County Grand Jury as the investigation continues.
