Organized & Major Crimes Task Force Investigation on Pine Creek Road

April 15, 2025

Ohio Attorney General David Yost, Scioto County Sheriff David Thoroughman, Portsmouth Police Chief Debby Brewer, New Boston Police Chief Carl Compton, Scioto County Prosecuting Attorney Shane Tieman, Pike County Sheriff Tracy Evans and Lawrence County Sheriff Jeff Lawless announce that on April 2, 2025 agents with the Southern Ohio Organized and Major Crimes Task Force responded to Pine Creek Road to follow up on information that they received on the possible location of three persons that have been reported missing from multiple counties. The most recent investigation dates back more than 40 years. This location is in the area of South Webster.


The team worked throughout the day on April 2nd, excavating a well located in that area. Operations were put on hold later in the day due to severe weather. The excavation was able to restart on Monday, April 14th.


Items of interest have been recovered, including a bullet, and BCI&I will be testing these items for human remains. The investigation in the area of Pine Creek will continue as the Task Force continues to follow up on the investigation with the other law enforcement agencies.


Sheriff Thoroughman would like to thank the Wayne National Forrest Officer, SOCF’s Special Response Team, BCI&I, Columbus Police Department, Scioto County Engineer’s Office and the Bloom Township Fire & EMS Department for their assistance with this investigation.

What stands out most is the complexity of investigating decades-old disappearances. Over time, landscapes change, evidence deteriorates, witnesses blur photo die or forget details, and exact locations become harder to identify. Sheriff Thoroughman later acknowledged that investigators struggled with locating the correct wells because of environmental changes and lack of records over the years.
